Tom Wilson: Nope - Elena tells us that it is a Lithuanian painter called Eduardas Juchnevicius. Uogintas did these paintings to commemorate other Siauliai creative artists of one kind or another, who had died, and some of whom used to live in the apartments above.

Well, this is not Branson, but a famous Lithuanian painter Eduardas Juchnevicius. You can find some of his works on
You can see that Uogintas has imitated his style to a certain extent.
Actually, all the under-balcony paintings are dedicated to someone originating in Siauliai and getting famous. They have all died a short time before the paintings were made.
First one is dedicated to Robertas Satkauskas - a reality show star, second - Geraldas Jankauskas - a musician and philosopher, third to the painters Ada and Gintaras Martinioniai (died in fire together), Eduardas Juchnevicius - a painter and a poet.
I will add the others if Tom posts more of those.
