This memorial takes the form of a poem, dating from 1757, by Joan Stouw - Google Translate doesn't do very well with 17th century Dutch, but I gather it commemorates the founding of the building as a home (and school) for orphan children, by a lady of the name of Renswoudes.

The Dutch written is in the old Dutch. Even for me it is hard to read, I have to say it out loud to hear what is written. Renswoude is a well known name in the area. Part of it says: The last member of the family Renswoude gave this building to the city of Utrecht. To teach parent-less children in art. He who does not love the virtue, ???????
He who helps the orphans deserves a crown. And can show this on his family crest.
and at the end it says: Keep living being thankful in a art loving heart.

Tom Wilson: Indeed - I think the building is now partly apartments, although it is still the home of the Renswoudes Foundation in Utrecht.
